The Town of Niagara-on-the-Lake (the “Town”) invites qualified and experienced Bidders to submit Proposals for advisory consulting services in support of the redevelopment of the former hospital property located at 176 Wellington Street (the “Site”). The Town is seeking Proposals from firms with demonstrated expertise in one or more of the following advisory roles:
The Town has completed extensive preliminary work at 176 Wellington Street, including community engagement, feasibility reviews, financial modelling, archaeological investigations, site assessments, and strategic planning. Council has directed staff to proceed with a two-stage RFQ/RFP procurement process and to explore funding and partnership opportunities for the Site. Bidders must submit a Proposal to provide all advisory roles described in Appendix D: Section A, The Deliverables, as a single integrated engagement. Bidders may engage qualified subcontractors for specific roles, provided that the prime Bidder retains overall accountability for all Deliverables. Bidders must clearly identify any proposed subcontractors and the role(s) each will perform. The successful Bidder will work collaboratively with Town staff to advance the procurement process and support Council decision-making throughout the project. |
